Yes, one can get bail for a non-bailable offense. The grant of such a bail is totally upon the discretion of the court.
If any person expressed his opinion on the public issue, then will it amount to defamation?
Defamation is said to take place when an injury is made to the reputation of a person. A man’s reputation is treated as his asset (property) and if any person damages the same he is punishable under the law. So unless you cause an injury to the reputation of another person you are free to express your opinions on public issues.
