Are all services provided by the Government or local authority exempted from payment of tax ?

No, not every service provided by the Government is exempt from tax.
For example, these services are not exempt from tax:
    (i) services by the Department of Posts via speed post, life insurance, and agency services sent to a person other than Government
(ii) services related to an aircraft, inside or outside the precincts of an airport or a port
(iii) transport of goods or passengers
Apart from these, most of the services provided by the Central Government, State Government, Union Territory or local authority are exempt from tax.
