WHAT IS BIS CERTIFICATION SCHEME?
The BIS sets performance and guarantees consistency and efficiency of a variety of consumer goods. Besides, by checking their goods according to specifications, it gives the BIS certificate to all the companies.
The BIS certification is synonymous with consistency over the years and the ISO allows all BIS approved products in India to use ISO symbols.
BIS conducts various tasks. For instance, the formulation of standards, product testing, hallmarking, laboratory services, educational services, etc.
Nevertheless, BIS’s main and most accepted function is to formulate and recommend the quality requirements for certification.
BIS also ensures the harmonious implementation of the standardization, labeling, and price assurance activities of the products.
The BIS product certification scheme is available without prejudice to manufacturers in all countries. Any international or Indian business entity may apply for a BIS certificate in compliance with its certification and licensing instructions.
With over 26500 licensees covering more than 900 products, the BIS product certification scheme is one of the largest in the world.
BIS Certification enables licensees to use their product with the famous ISI logo.
BIS also maintains a certification program for international manufacturers that requires overseas manufacturers to be approved to use the BIS uniform logo.
The registration of the BIS is primarily voluntary. Nevertheless, BIS requires mandatory certification for goods that focus on public health and safety.
BIS covers the following approval schemes:
- ECO Mark Scheme – Applicable to environmentally-friendly products.
- Certification Program for Foreign Producers – Applicable to foreign manufacturers whose goods are sold in India.
- Hallmarking – certification for precious metals such as gold and silver products
- Product Certification Scheme – Available for tangible goods; with certain goods that come under mandatory certification.
- System Certification Scheme – certification for systems or processes.
TYPES OF BIS PRODUCT CERTIFICATION SCHEME:
BIS Certification is granted in India as follows for products under different types of schemes.

The Normal Procedure for Domestic Producers –
The applicant must apply the application for the BIS certification with the documentation necessary and with the fee required. After submitting the document, the BIS officer shall carry out a preliminary assessment of the plant.
Samples then undergo the testing process separately in the lab.
If the sample is appropriate, the applicant is eligible for BIS certification. This method awaits BIS Certification within 4 months of the application submission. -
Simplified Procedure for Domestic Producers –
Here, the applicant submits a test report of the sample from an accredited BIS laboratory in conjunction with a request for a BIS certification in the simplified method. If the check report is appropriate, a BIS officer shall verify the factory premises.
If the BIS officer’s examination is sufficient, BIS certification will be issued. It is the process by which certification is required to be provided with appropriate documentation and test results within 30 days of submitting a BIS Certification application. -
Foreign Manufacturers Certification Scheme –
The Scheme extends to licensing of all products except for notified Electronics & IT Items. Under the FMCS, a foreign producer can apply for a license for the use of the standard mark on a product conforming to the Indian Standard.
The standards seek approval on a compulsory or voluntary basis. The manufacturers located outside India are eligible for FMCS applications. They shall ensure that the product(s) adhere to the Indian standards (ISS) applicable. -
Tatkal Certification Scheme –
The BIS license under the tatkal scheme can be obtained by manufacturers who need to obtain BIS standard marks as required by government notice. The tatkal program processes the application in strict time limits and defines a total processing time of 30 days.

Mandatory Product Certification Scheme –
Although the BIS product certification scheme is voluntary, the Government of India has imposed compulsory certification on various products in the public interest through various Quality Assurance Orders given from time to time under different Acts.
Although BIS continues to issue licenses on request, the authorities notified in these quality assurance orders implement the mandatory certification.
Some goods are under special certification schemes of lot or batch inspection conducted by BIS Inspecting officers under different arrangements with statutory agencies. By these schemes, a majority of gas cylinders, regulators, and valves gain recognition.

Compulsory Product Certification Scheme –
The Indian Standards Bureau (BIS) operates the Electronics & IT Products Compulsory Registration Scheme (CRS) as per BIS laws. No one can, according to the order, produce or store goods that do not comply with the indigenous norm set out in the order for the manufacture, import, or distribution of an electronic product.
Manufacturers of these goods are necessary, after testing their products from BIS laboratories, to apply for registration at the Bureau of Indian Standards (BIS).
COST INVOLVED IN BIS CERTIFICATION SCHEME:
Below given is the fee structure/cost for the new registration of a BIS certification. The same applies for the renewal of Old Accredited BIS certificates as well.
- Registration fee (Non-refundable) – ₹1000
- Processing fee (including one sample test report) – ₹25000
- Additional processing fee for more than one report – ₹10000 per test.
- Annual registration fee: ₹1000 * 2 = ₹2000 (2-year validity)
